The House Arrest Solution is designed to operate on Motorola’s i605 and i615 Bluetooth enabled handsets and the Sprint Nextel iDEN wireless network. Ethanol Sensor on the i605The HAS Software enables the handsets to interact with the Bluetooth Ankle Bracelet worn by various offenders and individuals on probation.

The Bluetooth Ankle Bracelet functions as an independent ancillary device and is integrated with the Sprint Nextel wireless network via HAS Software downloaded to the i605/i615 handsets. The software utilizes Bluetooth technology as the primary communications protocol between the handset and the ankle bracelet.

The software is designed such that the i605/i615 handset serves as the Master and the Bluetooth Ankle Bracelet operates in Slave mode. This configuration indicates that the handset is responsible for locating, establishing and maintaining a connection with the Bluetooth Ankle Bracelet. As the Master device, the handset must continue to query the ankle bracelet to determine if its location is within Bluetooth Range. Based on the level of Bluetooth in the Ankle Bracelet, the Bluetooth Range is approximately 30 feet. Each Ankle Bracelet has a unique 12-character Bluetooth address that allows the HAS Software to locate each bracelet.

During the initial installation of the ankle bracelet, the technology also establishes the offender’s baseline levels for various sensor items:

Body Mass Sensor Ethanol Sensor
Used to detect bracelet tamper. This function is calibrated per individual and can be adjusted with the user interface. Uses Infra Red technology for molecular detection along with proprietary software. Also adjustable from the user interface.
Body Temperature Sensor IR (Infra Red) Sensor
Dual Purpose:
  1. Monitor body temperature
  2. Warranty reasons and over temperature
Detection for bracelet removal and lockout
Skin Resistance/ Water Sensors Battery Monitor
  Voltage is monitored 24/7 with low battery alerts sent to the phone

HAS Ankle BraceletFollowing baseline configurations, the application requests the status of the 6 sensors on the Bracelet.

One of the main features of the Bracelet is the built in alcohol sensor, which detects traces of Ethanol in a person based on their alcohol consumption. Agency personnel can re-configure the sensors remotely from ActSoft’s user interface. This will save the agency time and money. Furthermore, this solution also has the ability to provide a voice alert to the offender when the battery needs to be recharged.

The ActSoft Software also has the ability to store events and alerts in a history file. Agency personnel will be alerted when an offender steps out of range or violates a condition set by personnel (e.g. a pedophile cannot go within 500 ft of a school or mall).

The voice alert is sent in the form of a WAV file from the server directly to the handset device. In addition, the bracelet contains electronics for tamper detection and system controls for collecting and transmitting data through a modem. Normally, there are multiple offenders within the agency’s House Arrest Program all with different specifications and conditions. With the ActSoft solution, personnel can customize and configure program parameters that meet the specific terms and conditions of the offender’s House Arrest mandate. This cutting edge solution will provide Agency personnel with all the necessary information needed to keep offenders abiding by the law.
